We are consulting on our preferred approach to enforcing parking contraventions in Palace Gardens Multi-Storey Car Park
Palace Gardens Multi-Storey Car Park is in Enfield Town. It is entered via Sarnesfield Road. Not to be confused with Palace Exchange Car Park which is in the same block as the Dugdale Centre.
We introduced an Automatic Number Plate Recognition (ANPR) system into the car park in 2013. This system records number plates entering and exiting the car park. Unfortunately, we are limited in our in our ability to enforce any parking contraventions.
Our preference is to retain ANPR and install barriers at the exit, in which only vehicles that have paid can leave the car park.
The main limitation of our preferred scheme is that Blue Badge holders will be charged as the ANPR and automatic barriers cannot establish which vehicles have passengers or drivers with a Blue Badge. However, all other Council car parks in Enfield Town will continue to be free of charge for Blue Badge holders, as will parking in pay and display bays on the streets. This is in addition to Blue Badge holders being able to park on roads with single yellow lines and in Controlled Parking Zones in the town.
It should be noted that Palace Gardens Multi-Storey Car Park is free to use for all vehicles on Sundays, when parking for up to three hours.
You can find out more about our preferred approach and the other options we have considered in our Further Information document. We recommend you read this document before sharing your views with us.
If a decision is made to implement a change, this will be delivered in early 2020.
