About us

Housing Gateway Limited was established in 2014 by Enfield Council as an innovative response to reducing the borough’s housing pressures. The company is operated by a Board of Directors who are responsible for making decisions, providing leadership and monitoring the performance of the company.

James Rolfe – Managing Director

As Director of Finance, Resources and Customer Services at Enfield Council, James holds responsibility for the Council’s financial and resource management, the transformation agenda, corporate enabling services (e.g. legal, scrutiny), customer services and strategic property management. He is a Board Director for Enfield Norse and Enfield Innovations, leads on the Council’s commercial agenda and is the principal commercial adviser on the Council’s regeneration programme. James is also the lead officer for the Council’s equalities work, in which Housing Gateway plays a major part.

Dino Lemonides – Board Director

Dino has held various roles on Enfield Council bodies since 2006. These include the Chair of Audit for 6 years and previously as a Director of Enfield Homes. He is currently the Cabinet Member for Finance and Efficiency. Dino is a qualified accountant and has a wealth of experience in commerce and other public sector bodies, including regulatory work.

Achilleas Georgiou – Board Director

Achilleas has been the Deputy Leader of Enfield Council since 2010, through which he has developed extensive knowledge of Enfield as a borough. Previously, he has held positions in education, young people, environment and housing – he was chair of the Housing Scrutiny Panel for a number of years. He has previous company experience as a Director of Enfield Norse.  Achilleas brings a wealth of experience from the private, public and non-governmental sectors to Housing Gateway Limited.

Ahmet Oykener – Board Director

Ahmet has extensive knowledge of housing issues through former roles as a local authority officer and more recently from his role as Cabinet Member for Housing and Estate Regeneration at Enfield Council since 2010. Through his day job as a company director he has developed expertise of running a successful company. Ahmet is passionate about improving housing, particularly for the most vulnerable, and is proud to be involved in developing innovative responses to tackle the housing issues faced in Enfield.

Sally McTernan – Board Director

With thirty years’ experience in the public sector, Sally started in the civil service and moved to local government in the mid 80s. A varied work history has enabled her to build up extensive knowledge of both the challenges and the joy of serving the diverse communities that live in North London. Senior management experience across a varied portfolio led Sally to her passion for housing and the promotion of good quality housing solutions for all. Fourteen years later and with extensive experience in both the strategic development and operational management of housing services, Sally works hard with her team to promote fairness, independence and housing choice as core values. As Assistant Director of Community Housing at Enfield Council, Sally brings a strong understanding of the needs of local people to the Board, particularly in the context of welfare reform and the pressures of the volatile London housing market.

Peter Nwosu - Board Director

Peter is an experienced business professional with a strong commercial and finance background.  A Chartered Accountant who has held senior international finance positions in blue-chip organisations including Gillette and Procter and Gamble.  Currently, Peter is an Executive Director at Avon Cosmetics with responsibility for Finance and IT.  He is a long standing resident of Enfield with both an affinity and knowledge of the borough which he brings, along with his financial expertise and private sector experience, to his role as board director.

Joanna Embling – Board Director

Joanna is a property professional and chartered surveyor, and a former partner at Cushman & Wakefield.  With a broad development background in regeneration and a keen interest in housing, Joanna has served on the Development & New Business Committee of Notting Hill Housing and as a member of the Governments Private Rented Sector Taskforce.  A long-term resident of North London, her ambition is that everyone should have access to adequate housing and she believes that Housing Gateway Ltd has a key role in providing that.
