August 2019 update

We submitted the Edmonton Leeside AAP to the Secretary of State for independent examination on 26 April 2018. Inspector Anne Jordon BA (Hons) MRTPI has submitted her report to us concluding the Plan to be sound, subject to the changes we put forward during the examination process.

We will now move towards formal adoption.

Edmonton Leeside is in the south eastern corner of Enfield and includes the Meridian Water regeneration area, established employment estates, Lee Valley Regional Park, Picketts Lock and major infrastructure facilities such as the Edmonton Eco Park and Deephams Sewage Treatment Works. We are preparing an Area Action Plan (AAP) to support development and investment in the area.

The Edmonton Leeside AAP, previously known as the Central Leeside AAP, was renamed to better reflect its location. This change was approved at the Local Plan Cabinet Sub Committee on 22 November 2016.

Proposed Submission Edmonton Leeside Area Action Plan Consultation

On 25 January 2017 Council approved the Proposed Submission Edmonton Leeside AAP for public consultation and submission to the government for examination.

We have prepared a renewed AAP due to changing circumstances surrounding Meridian Water, which included the award of Housing Zone funding, a need for more homes and jobs, our purchase of significant land and potential future proposals for Crossrail 2. This led to the need for an updated evidence base and review of the emerging AAP.

The Edmonton Leeside AAP and supporting documents underwent public consultation from Wednesday 15 March until Friday 28 April 2017.

27 responses were received during the consultation. The comments were reviewed and consideration given to any changes needed in the document. We will then submit the document to the government for examination.

Earlier stages

2014 Area Action Plan

The previous document version, the Proposed Submission Central Leeside AAP (PDF), was approved by full council on 19 November 2014.

Public consultation began on 5 January and ended on 16 March 2015. We received 22 representations as well as a Statement of Conformity with the London Plan from the Greater London Authority. We used the responses to develop the most recent Edmonton Leeside AAP document.

Draft Area Action Plan

We prepared the Discover Central Leeside: Towards a draft Area Action Plan document to re-engage the community and stakeholders, and took the document to public consultation during 2012. The responses received were used to develop the 2014 proposed submission document.

We published the Central Leeside AAP issues and options document (PDF) for public consultation early in the AAP preparation process.

We formally adopted the North Circular Area Action Plan (NCAAP) (PDF) and policies map (PDF) on 8 October 2014. Refer to the formal adoption statement (PDF).

The Planning Inspector concluded it to be a sound basis for planning along this section of the A406. This is an area-specific plan that responds to challenges and opportunities in this part of Enfield.

The NCAAP is part of our Local Plan and will be used alongside the adopted Core Strategy, the adopted New Southgate Masterplan, and the emerging Development Management Document (DMD) to determine planning applications in the area.

We formally adopted the North East Enfield Area Action Plan (NEEAAP) and Policies Map (PDF) on 8 June 2016. Refer to the formal Adoption Statement (PDF). The Inspector formally delivered his report (PDF) into the soundness of the Plan to the Council on 1 March 2016 and concluded the NEEAAP meets the criteria of soundness set out in the National Planning Policy Framework (NPPF) and is an appropriate basis for planning in the north east of the borough. This is an area-specific plan that responds to challenges and opportunities in this part of Enfield.

The NEEAAP is part of our Local Plan and will be used alongside the adopted Core Strategy, and the Development Management Document (DMD) to determine planning applications in the area.

The Area Action Plan (AAP) covers the area stretching from the M25 southwards to Ponders End. It includes Enfield Lock, Enfield Highway, Ponders End, Turkey Street and Southbury. Enfield's adopted Core Strategy (2010) identifies the North East of the borough as a strategic growth area with a focus on change and regeneration.

The AAP will provide a comprehensive planning framework and identifies opportunity sites for redevelopment and key infrastructure in North East Enfield. It will be used to direct investment, redevelopment proposals, inform key infrastructure discussions and guide estate renewal projects.

The role of the Area Action Plan is to coordinate this period of change and guide both public and private investment. AAPs can stimulate regeneration, resolve conflicts, and provide policies to help ensure future investment meets the needs of communities.

This AAP is needed to provide detailed and area-specific policies. It aims to ensure that new development proposals bring real benefits, particularly by delivering sustainable communities, high quality environmental improvements, housing, affordable homes, jobs and community facilities.
